HCR does not participate in project execution or operational oversight. Validation is performed within a formally defined scope prior to institutional review.
Our role is limited to:
- Assessing documentation alignment with applicable institutional, lender, or regulatory requirements
- Identifying material compliance exposure and documentation deficiencies prior to submission
- Delivering structured written findings suitable for institutional review and audit scrutiny

SCOPE & BOUNDARIES
Each engagement is formally scoped prior to commencement and limited strictly to the documentation and validation parameters defined in the Scope of Work.
Housing Compliance Review does not:
- Manage or coordinate project execution
- Act as an owner’s representative or operational agent
- Perform supervisory, implementation, or project control functions
- Issue approvals, certifications, audit opinions, or regulatory determinations
